I started programming in clipper, then I switched to VO and for many years I have been working first with Vulcan and now with Xsharp.

You can use Android Studio. developer.android.com/studio

There are several hybrid mobile frameworks, two come to mind: Ionic Framework and OnsenUI with Monaca. Both use Javascript.

Visual Studio integrates with Xamarin (uses X#).
